The Prevention of Cruelty to Animals (Pet Shop) Rules, 2018 and The Prevention of Cruelty to Animals (Dog Breeding and Marketing Rules), 2017, no puppy can be sold without a microchip. These rules state that the Breeders and Pet shop should register their details along with dog/cat details. Yet! Only one sale out of hundreds is made as per the rules.

No, it does not. Any pet is required to have a collar tag. Microchip needs to be scanned using a Microchip reader to get the ID number, which then can be entered into the database to retrieve pet information.
